32-year prison sentence for sex predator who tried to lure four Mansfield youth

Josh Gibson's son missed two weeks of school after William Elson tried to lure him into his car.

"He's scared to death," Gibson said of his 10-year-old son.

Elson, 50, of Bucyrus, was sentenced Wednesday to 32 years in prison. A jury convicted him Tuesday of four counts of attempted kidnapping and four counts of criminal child enticement at the end of a three-day trial.

In November, Elson offered money to children to go for a ride on four occasions. Considering his record, the implications were chilling.

Richland County First Assistant Prosecutor Brent Robinson recounted Elson's other offenses. In 1983, he was convicted of sexual battery for holding a 17-year-old girl at knifepoint and making her undress. The original charge was rape.

Elson was paroled in 1987 and snatched a 3-year-old girl from her yard. He returned her two hours later.

"They don't know what he did to her," Robinson said.

Elson was convicted of kidnapping and paroled in 1992. He then was charged with importuning for exposing himself to boys and offering them money. Elson was sent back to prison for violating parole and was not released until August 2007.

His most recent offenses occurred just three months later.

"Lock him up for as long as possible and throw away the key," Robinson said to Common Pleas Judge James DeWeese. "He's never going to change. If he is ever released, he will reoffend.

"I believe that as strongly as anything I've ever believed in my life."

"25% of all sex offenders re-offend within 15 years".........Sarah Tofte, Human Rights Watch
