Tarra was a 16 year old girl who was viciously strangled by a convicted sex offender who was out on bond for his 2nd offense.
Background:
Leonard Wesley Dickey, 47, was charged with murder Wednesday in the death of Tarra Pickett, 16, whose body was found two days earlier in a wooded area in Cambridge City, about 50 miles east of Indianapolis.
Dickey was released from prison in 2005 following a 1982 rape conviction in Fayette County. In January, he was arrested in Wayne County on three felony charges on child molestation.
When Pickett died, Dickey was free on bond while awaiting a trial on the child molestation charges, authorities said.
Why are we allowing an already convicted sex offender out on bond for committing the same type crime? Why was he free to murder this poor child?
At least in won't be happening again in Indiana:
The bill would give courts in Indiana the authority to raise bail in cases concerning sexually violent predators who are considered at high risk of relapsing into crime.
Hopefully this time he dies in prison.
